no, its when u use a proper camera, u have the lins/lince open for a longer time then usual, then u will get that effect, as the car is running.

not really, if the shutter was open for a longer time the ENTIRE object would be a blurry line, even the rims are at a full stop as you can see. so yea photoshop edited picture.

haha that pircure is so photoshoped mate, i work as a graphic designer and i take professional pictures, that picture IS photoshopped, the car is standing still.
